Founder & CEO

Carlos Aguilar is a senior manager with extensive experience leading the development, finance, and operation of environmental services and infrastructure. For over 25 years, he has worked internationally at the intersection of water services, project finance and impact investment. His experience and expertise in these fields enable him to steer organizations that:

  • Develop and finance water services infrastructure.
  • Deploy private capital that delivers sustainable impact at scale.
  • Adopt technology innovations to improve asset management and operations.

Throughout his career, he has held management positions at subsidiary companies of Bechtel Enterprises, Suez and Blackstone. He has worked extensively on Public Private Partnerships (PPP) including the management of a portfolio of Build-Operate-Transfer (BOT) contracts concerning wastewater treatment and reuse plants.

As a former Senior Specialist of the World Bank and the Global Water Partnership Organization, he contributed to the design and implementation of water services and water resources projects benefiting rural and peri-urban poor. In his professional capacity, he has enabled partnerships with public and private water utilities, national and local governments, PPP agencies, lenders and investors, thus building a broad network of contacts in Mexico and LATAM.

He earned his Civil Engineering Bachelors degree at the National Autonomous University of Mexico (UNAM) and a Masters of Science (Eng) from the University of Leeds in England. He is fluent in English, French and Spanish.

LATAM Focused

Latin America faces some of the most acute water security challenges in the world. Rapid urbanisation has outpaced the expansion of water and sanitation infrastructure; climate change is intensifying rainfall variability and drought risk; and chronic underinvestment — compounded by governance weaknesses and limited institutional capacity — leaves millions of people without reliable access to safe water.

BGIV is focused on this region not despite these challenges, but because of them. The intersection of urgent need, growing impact investor appetite, and an increasingly sophisticated landscape of national and subnational water authorities creates real opportunity for the kind of blended finance and advisory work at which our team excels.

Our geographic focus spans Mexico and Central America — markets where our principals have accumulated decades of professional relationships, regulatory knowledge, and on-the-ground operational experience. This depth of local knowledge is not incidental to our work: it is the foundation on which every transaction, every scale-up strategy, and every impact measurement framework we design is built.
